Glavbolgarstroy joins the Build Europe congress in Malta to strengthen regional cooperation in housing sector

Glavbolgarstroy (GBS) took part in the Build Europe Congress held in Malta from 29 to 31 October 2025. The event brought together leading figures from across Europe’s housing and construction sectors to discuss affordable housing, investments and regulatory reform, with GBS contributing its perspective as a Correspondent Member of the association.

The Congress, which also featured Matthew Zerafa from the EU Housing Advisory Board, included high-level debates that will help shape future EU housing legislation. Discussions focused on mobilising private investment, simplifying building permits and ensuring that environmental and fiscal rules support rather than hinder new construction. Build Europe - the leading representative of homebuilders and residential developers at EU level - plays an influential role in policymaking, working closely with EU institutions to promote fair, transparent and investment-friendly rules that boost housing supply and affordability across Europe.

GBS corporate group was represented by Radoslav Kotlarov, Executive Director, “GBS - Invest” and Plamena Nenkova, Deputy Executive Director in charge of “International Affairs and Business Development” within “GBS Holding”. Drawing on its experience in Bulgaria and the wider region, GBS underlined the importance of stable regulation and investment-friendly conditions for both infrastructure and housing projects.

Federico Nahuel Lazzari, Secretary General of Build Europe and Director of the GBS Brussels Office, said: “GBS brings a valuable regional perspective to the European debate. The challenges facing developers in South-Eastern Europe are closely linked to those in the rest of the EU, and this cooperation helps us find shared, practical solutions.”

Radoslav Kotlarov, Executive Director, “GBS Invest” pointed out: “Taking part in the Build Europe Congress is always a great opportunity for us to contribute to the European conversation on housing. The construction sector needs unity, innovation, and trust, and GBS is proud to be part of that effort.”

Plamena Nenkova continued: “With projects spanning South-Eastern and Central Europe, the Middle East and Asia, we understand the importance of connecting local expertise with European and global priorities. At GBS, we are committed to advancing high-quality, environmentally responsible and at the same time efficient construction that meets the needs of communities while also supporting EU’s competitiveness and sustainability agenda. Collaborating within Build Europe allows us to bring our experience to the table and to learn from other leaders across the continent.”
