GBS Representative Office, Brussels

We opened our Brussels office in 2019 to ensure that GBS is at the forefront of key EU decisions and policies on sustainable construction and infrastructure.

We hold and attend regular events and debates with key EU institutions and other industry leaders to transform new ideas, solutions and modern technologies into pioneering projects securing a more prosperous future for Europe.

Federico has a MSc from the London School of Economics and did research work at Harvard University. He served as director of the EU office at a prestigious British corporate and financial communications firm, and worked for a leading US investment company, several EU trade associations, and the European Commission. Currently, he serves as the Secretary-General at Build Europe, the European association of developers and homebuilders.

In 2021, in collaboration with EurActiv, we focused on the impact of the pandemic on the South East Europe region and the green recovery thereafter, encompassing the restoration and fostering a new comprehension of buildings and construction processes. As part of the event titled “(Re)building Europe: What challenges are Member States facing?”, speakers from European institutions, industry representatives, and other stakeholders participated, addressing key issues concerning the new economic and environmental challenges encountered by the construction sector in South-Eastern Europe.

In June 2022, during a working visit with the Chamber of Builders in Bulgaria to the European Parliament, we engaged in discussions about the digital and innovation challenges confronted by the construction sector and explored opportunities for transformation in the context of the European Green Deal. The event united representatives from the European Parliament, the European Commission, the European and Bulgarian construction industries, businesses, and academia.

In March 2024, we participated in a conference on “Energy security – a basis for the development of European industry and the role of Bulgaria” in the building of the European Parliament in Brussels. In the panel dedicated to the connectivity of energy networks and the role of Bulgaria in the region, we presented the energy construction projects of “Glavbolgarstroy” and the company’s strategy for implementing innovations.

In July 2024, Federico Nahuel Lazzari, Head of GBS Representative office in Brussels and Secretary-General of Build Europe participated in the Eurogas Annual Renewable Gas Conference held in Brussels. The conference addressed the challenges and opportunities in scaling up renewable gases to meet the 2050 climate neutrality goals.

On 2 and 3 October, Glavbolgarstroy (GBS) actively participated in a high-level discussion on housing affordability at The District 2025 in Barcelona, one of Europe’s main real estate investment and innovation events.
Federico Lazzari, Head of Representative of GBS’ Brussels Office, joined representatives from the European Investment Bank and the national developers’ federations of France and Italy to discuss how the construction and real estate sectors can respond to the growing challenge of affordability while advancing on sustainability.

At the end of October 2025, Federico Lazzari – Head of the GBS Representation in Brussels – took part in the Build Europe Congress in Malta. The event brought together leading representatives from Europe’s real estate and construction sectors, who discussed developments in housing construction, investments, and regulatory reforms. The discussions focused on mobilising private investment, simplifying building permits, and ensuring that environmental and fiscal regulations support new construction.

Federico Nahuel Lazzari, Director of GBS’ Brussels office and Secretary General of Build Europe, took part as a speaker in a high-level workshop organised by the European Commission on the future of affordable housing in Europe.

The meeting brought together policymakers, cities, industry representatives, and civil society to discuss the upcoming Affordable Housing Act and the wider European Affordable Housing Plan. The discussion focused on one key question: how to increase the supply of affordable and social housing in areas under pressure.

EVENTS

GBS Brussels Head of Office Federico Lazari represented the company at the Eurogas Renewable Gas Conference, which took place in Brussels on 1 July. This year’s event, entitled “Advancing Europe’s Strategic Autonomy: Renewable Gases for Competitive Industry, Clean Maritime Transport and Affordable Heating”, brought together industry leaders, energy experts and focused on the key issue across the EU – how to combine decarbonisation with industrial competitiveness and greater energy independence.

The forum highlighted that Europe’s energy transition will require practical solutions, investment in modern infrastructure and reliable energy supplies. Another key theme of the event was the need for stable and predictable regulations to encourage long-term investment in new technologies and infrastructure.

Synergies

In these years of activity in Brussels, we have been cooperating with Build Europe, the European Construction Technology Platform (ECTP), and the European Clean Hydrogen Alliance (established by the European Commission) amongst others. We look forward to engaging with more policy makers and stakeholders in the construction and energy sectors.
